Smart technology achieve marine telemedicine Remote diagnosis and treatment protects the crew's health

There are currently about 600 ocean fishing vessels in Zhoushan’s distant-water fisheries, which are distributed in all oceanic areas of the world and account for about 23% of the country’s ocean fishing vessels, making a certain contribution to the exploitation and utilization of marine resources in China. Distant-water fisheries crews have been working at sea for a long time with difficult living conditions and high labor intensity, thus the health of crews has always been a major concern of governments, associations and enterprises.

In mid-January this year, Jiang Jianming, the deputy mayor of the Zhoushan Municipal Government, in charge of fisheries, coordinated various resources of the fishery authorities, hospitals, and distant-water fisheries enterprises. Through the intelligent transformation of ocean fishing vessels, he launched innovative measures for marine telemedicine, while utilizing the ocean family’s existing maritime informatization intelligent maneuvering platform and three ocean fishing vessels jointly create a maritime telemedicine rescue platform. The first telemedicine fishing vessel is XINSHIJI 75 owned by Ocean Family, which is positioned to serve the Western and Central Pacific fleet and fulfill its social responsibilities.

On April 16, XINSHIJI 75 completed the transformation and acceptance then went from Zhoushan to the Western and Central Pacific. At 6:00 a.m. Beijing time on May 5th, XINSHIJI 75 received a call from XINSHIJI 79 for help. A crew on board was ill, the high fever persisted, and was accompanied by other symptoms. The rest and the medication failed to relieve. After receiving help information, XINSHIJI 75 immediately ceased operations and sailed foward XINSHIJI 79. Meanwhile, reported to the Ocean Family Fishing Headquarters according to the rescue process. The Ocean Family Fishing Headquarters immediately reported to the Zhoushan Health CommitteeDirector TAO of the Health Committee personally coordinated the medical team of Zhoushan Hospital and the preparations for diagnosis and treatment were ready. On May 9th, at 5:00 a.m. Beijing time, XINSHIJI 75 received the patient; at 10:30 a.m., a remote consultation was conducted with Zhoushan Hospital through the remote rescue platform which equipped on board of the ocean fishing vessel. Zhoushan Hospital expert Dr. Deng Jie conducted a detailed consultation with the patient and gave the corresponding treatment plan. Following the medical recommendations of Dr. Deng of Zhoushan Hospital, through the treatment of XINSHIJI 75 ship doctors, the patients have recovered and worked normally. The first medical rescue task was successfully completed.

In order to execute the rescue mission, XINSHIJI 75 sailed a total of 850 nautical miles, which took 4 days, and assumed additional fuel consumption and production losses. But compared to the life and health of the crew, these costs are worthwhile, which is also the original intention of the Zhoushan Municipal Government to lead Ocean Family to establish a marine medical rescue system.

This rescue operation, from the help ship to the rescue ship, from the headquarters of the Ocean Family to the Municipal Health Committee, from the Zhoushan Hospital to the patient, was a successful test. The rescue process established by all parties has high efficiency, reliable equipment, and ideal remote diagnosis results. It has established a replicable experience for future rescue work. Utilizing the existing "Ocean Fishing Vessel Informatization Intelligent Management Platform" of Ocean Family, combined with the onshore medical resources, the marine telemedicine rescue platform will provide a strong guarantee for ocean fishing vessels deep in the ocean and add a healthy and safe amulet for crews.
